IPOA Chair Issack Hassan, Katwa Kigen and 33 others shortlisted for Court of Appeal judge positions

JSC said it will announce interview dates soon and encouraged the public to provide, in writing, any information concerning the shortlisted candidates.
Independent Policing Oversight Authority (IPOA) Chair Ahmed Issack Hassan, lawyer Katwa Kigen, and High Court Judge Chacha Mwita are part of 35 candidates shortlisted for appointment as Judges of the Court of Appeal.
The Judicial Service Commission (JSC) released the list after opening 15 vacancies, drawing applicants from both the High Court and the legal profession. The recruitment aims to strengthen the appellate bench and help clear the growing backlog of cases.

The shortlisted group includes distinguished figures such as Professor Migai Oketch, Environment and Land Court Presiding Judge Oscar Angote, and Justices Joseph Sergon, Yuvinalis Angima, Hedwig Ong’udi, Onesmus Makau, Nduma Nderi, Samson Okongo, and Edward Muriithi.
Additional judges on the list are William Musyoka, Obaga Ogoti, Lucy Njuguna, Lucy Mbugua, Robert Limo, Rachael Ngetich, Stephen Radido, Dalmas Oungo, Munyao Sila, and Byram Ongaya.
The panel is completed by lawyers Paul Lilan, Dr Lucy Wanja, Daniel Ogola, Brown Murungi, Dr Joseph Kaberia, Waweru Mathenge, Johnson Okello, Protus Gathege, Jacqueline Muindi, and Kamwele Muneeni, who will all face interviews by the JSC.
“The JSC, having reviewed the applications for completeness and conformity with the requirements as set out in the advertisement, shortlisted thirty-five (35) candidates for the post of Judge of the Court of Appeal,” the Commission stated in a notice on Thursday.
JSC said it will announce interview dates soon and encouraged the public to provide, in writing, any information concerning the shortlisted candidates.
“Take note that the Commission may interview any member of the public who has submitted information on any of the shortlisted candidates, and such information shall be kept confidential,” it added.
The Commission stressed that selection is based solely on merit, through a transparent process that draws from the broadest pool of eligible applicants.
This recruitment drive is part of a larger exercise that also includes 20 High Court judges, 10 Environment and Land Court judges, 100 Resident Magistrates, and 5 Kadhis.
Chief Justice Martha Koome, who chairs the JSC, said the exercise received a total of 2,679 applications by the July 7 deadline.
The Court of Appeal received 94 applications, the Environment and Land Court 242, Resident Magistrates 1,714, High Court judges 376, and Kadhis 253.
The current process follows a suspension in January 2025 after budget cuts by the National Treasury affected the Judiciary’s operations.
